Ministry decree, Only 4 companies to provide Internet services

  Kuwait: The Minister of Electricity and Water and the Minister of Communication Salem Al-Uthayna issued a decree approving the provision of Internet services by the following four companies: KEMS, Gulf Telecom Company, Quality Net and Fast Telecom Company. The decree also stipulates the cancellation of any other licenses for providing Internet services. The decree also outlines that the companies are temporarily licensed for two years and that each company is to pay the ministry 250,000 Kuwaiti dinars as a non-refundable sum. The decree also stipulates the ministry has the right to issue more licenses to new companies when necessary, in addition to reserving the right to suspend temporary contracts if any of the companies violate regulations. The contracts may also be suspended if the Judiciary rules against a contracted company in the event that they declare bankruptcy or if the companies commit fraud. Companies would be expected to pay fines ranging from KD 10,000 to KD 50,000 for regulation violations, which could escalate to cutting of service and eventually license withdrawal.
